Primary goals of the project include:

Installation of a four-mile run of 36” pipe from Higley to Gilbert to primarily serve the City of Chandler and connect to the South Water Treatment Plant

Installation of a 24” water main from Higley to Greenfield and a 16”water main from Greenfield to Val Vista to serve Zone 2 of the Town of Gilbert’s Water Distribution System

A concurrent goal for this narrow, congested, and actively developing project area, is to minimize the impact to the residents and traveling community while maintaining a high level of safety. Design objectives of this project will be to design the alignment of the waterlines to match with existing stub-outs, plan for and avoid new construction conflicts, and align the pipe to remove conflicts when the future road reconstruction occurs. Other equally important objectives are: proper selection of pipe types and backfill materials, identifying cost savings and quantity reductions through value engineering and best construction methods, preorder of long lead items, obtaining all permits and temporary easements well in advance, preparation of traffic control plans, as well as scheduling and phasing for this project. Construction objectives include having an experienced pipe contractor, like HCC, install the pipe in phases to expedite construction and maintain schedule, cooperatively work with developers and other contractors to coordinate construction and traffic control, identify and locate all utilities to prevent conflicts and delays, and to maintain maximum lanes of traffic and to access all driveways. An immediate start date is desired, with the use of multiple design and construction phases to expedite this project and allow construction under Roosevelt Water Conservation District (RWCD) facilities during their annual winter dry-up or low-flow period. The ending date of 10/1/2008 is critical due to the South Water Treatment Plant coming on-line at the same time
